The
Republic of the Philippines consists of 7,107 islands stretching
between the Pacific Ocean and the South China Sea with a land size
roughly equal to the state of Arizona. Although the economy stagnated
during the 1980s and early 1990s, Government of the Philippines (GOP)
economic liberalization policies appear to be turning the economy
around in recent years. Unfortunately, this development has come at a
heavy environmental cost. The GOP has initiated environmental policies
to address degradation stemming from economic growth largely based on
a "command and control" approach. Environmental compliance among
industries, however, is low; current private and public industrial
policies are not currently focused on environmental concerns. Public
information on environmental quality and industrial environmental
performance is seriously lacking, although the GOP is launching a new
and potentially important initiative to address this problem.
